Thomas Jaap, P.E.

Thomas Jaap is a Professional Engineer and Project Manager who has been involved in the civil engineering and environmental field for more than 40 years.  He has performed and managed a broad range of environmental and civil engineering services throughout Wyoming and the northern Rocky Mountain Region.  His background spans civil and water supply engineering/construction management to groundwater investigations and remediation.  Mr. Jaap has a strong understanding of regional industry issues, having worked for Texaco in Casper for 12 years.  He has since provided environmental engineering and consulting services to industry and local government for the past 36 years.  This experience allows him to effectively plan, schedule, budget, and execute projects.

Mr. Jaap has been involved in water quality monitoring and permitting for more than 30 years.  He was the project manager for quarterly groundwater monitoring at the former Texaco Casper Refinery with more than 80 monitoring locations for 14 years and at the Casper Regional Landfill for 19 years.  Both projects included field sampling, analyses, data review, reporting and statistical analyses.  Mr. Jaap co-authored the groundwater monitoring guidelines for landfills currently in use by the Wyoming Department of Environmental Quality Solid and Hazardous Waste Division.  He has provided expert witness testimony for oil spill cleanup costs, irrigation practices and septic system damage.  He was involved in the Brookhurst, Wyoming CERCLA site.  His work there was reviewed by the EPA and numerous attorneys.

Mr. Jaap has performed Phase I Environmental Site Assessments (ESA) on a variety of properties including commercial buildings, oil and gas properties, and open spaces in Wyoming and Colorado.  Mr. Jaap was the resident engineer for numerous Abandoned Mine Land (AML) projects including bentonite, coal and iron ores mines.
